Iowa farmers are justifiably concerned about the Environmental Protection Agency’s (EPA) plans to enforce the Waters of the United States (WOTUS) rule. The rule, now delayed by court challenges, threatens to create a flood of confusion, risk and red tape for agriculture by granting the EPA almost unlimited authority to regulate any low spot, puddle or ditch where rainwater collects, or might collect.
