The Environmental Protection Agency (EPA) has rejected 26 petitions from small refineries seeking exemptions from the requirements of the Renewable Fuel Standard (RFS). 

The agency stated that the denials were based on the fact that the individual small refineries failed to demonstrate that compliance with their RFS obligations would cause disproportionate economic hardship.
