Increased tensions between the United States and China over the COVID-19 pandemic and other sensitive issues  are creating impediments in completing a Phase 2 trade deal, said U.S. National Security Advisor Robert O’Brien. 

However, the Phase 1 deal, signed earlier this year, offers plenty of opportunity for Iowa farmers, the Trump administration’s top national security official said last week during a speech at Drake University in Des Moines.
