The U.S. Environmental Pro­tection Agency’s (EPA) delay in establishing volume obligation numbers for the Renewable Fuels Standard (RFS) is slowing the progress of biofuels innovation, Iowa Gov. Terry Branstad said last week during a tour of the Quad County Corn Processors (QCCP) plant in Galva.
